You want to insulate. Your recessed lights say no.

You are air-sealing and insulating an attic: fiberglass batts, blown-in, rock wool, cellulose. Every recessed light in that ceiling is a problem. Insulation should not sit against a hot fixture, and every cutout leaks air, dust and insects into the room below.

The usual fix is replacing every fixture with an IC-rated one. That is parts plus labor for every single light, on a job that was supposed to be about insulation.
